Overall costs for operating the cleaning department are controlled by a specific set of hard-data variables that in turn create line items on the custodial budget. Those elements are fairly universal among departments and vary mainly in percentage. They include the assigned staff, the building size and composition, and the available cleaning equipment. To form a baseline, the hard data must be evaluated against a database of national averages.
Without a starting point from which to stake mile markers, there is no practical, effective way to judge the potential for, or the development of, progress.
You must generate a baseline from your hard data. Otherwise, you have no idea where you are launching from, where you might go, or how much gas you have in the tank.
